Job Title: Manager, Resource Management Office (RMO)

Introduction:

Toshiba Global Commerce Solutions (TGCS) is seeking a Manager for the Resource Management Office (RMO). This position will be responsible for the overall resource management across services engagements and product development projects, providing leadership to and management of the RMO functions to improve consistency and efficiency of the Toshiba Global Commerce Solutions Services’ resource assignment processes and reporting. They will also maintain the SDLC methodology, templates and tools working in partnership with the Project Management Office (PMO), PS Leadership, Sales Partners, Solution Group and other cross-functional support staff.

The RMO Manager leads a team dedicated to executing RMO processes, data governance and reporting. The reports generated by the RMO are critical to Toshiba’s ability to forecasting resource availability, available capacity, and project hiring needs to meet future project staffing needs.

Responsibilities include but are not limited to:
Delivery – Manages the RMO processes (Resource tracking, Resource assignments, Reporting) managing through others, and works as an individual contributor serving as an Agile and PMO tool evangelist. Responsible for accuracy of data collected and used in RMO process. Ensure process flows are adhered to by PMO and other internal customers.
Process/Tools – Develops, maintains, and enforces SDLC methodologies, standards, governance, and tools to achieve Toshibas’ project goals. Partners with the PMO, PgM’s, PM’s on tools and processes utilized.
KPIs – Responsible for communicating clear objectives, KPIs for the RMO and clearly communicating results to the management / business on a regular cadence. (Examples include OLA met for reservation request, resource effort variance, resource requested level vs. staffed level, future capacity, forward looking demand by skill).
Process Improvement – Identification and implementation of best practices, and drive consistency of processes for Resource Management (RM) activities across the organization.
Reporting – Delivering overall messaging of RMO status / issues to PMO and Toshiba leadership. Provide RMO dashboard; variance reporting, request status, capacity and demand.
Staffing – Collaborates with PMO management for allocation of project resources to meet commitments and objectives; optimization of resource / practice billable utilization; and forecasts resource / skill supply / demand.
Professional Development – Effectively coach, mentor, and act as a role model for the Resource Management team to improve team dynamics, effectiveness, and overall perception of the Resource Management function.
Perform other related duties as assigned.

Required Skills:
Bachelor’s degree or equivalent experience.
2+ years leading a Resource Management Office organization preferably in a Professional Services company
5+ years of Resource Management Office Experience preferably in a Professional Services company
5+ years of People Management experience
Experience in process development and resource management principles leading to improved outcomes
Strong business acumen and organization leadership skills; assertive and diplomatic; self-directing; able to manage up and down the organization with influence; willing to hold others accountable
Strong management experience and skills, ability to prioritize activities and work on multiple activities / priorities at once.
Possesses current knowledge of the services industry.
Proven experience in achieving operational excellence and developing end-to-end procedures with a keen ability to identify improvement opportunities and implement change.
Excellent verbal / written communication, presentation, negotiation and listening skills; ability to articulate the big picture.
Dynamic problem solver, solid analytical skills, comfortable challenging assumptions and offering solutions/making decisions with currently available information.
Ability to achieve goals through influencing, partnering and developing productive relationships with leadership across the business and vendor relationships.
Ability to effectively communicate complex issues to clients, executive leadership and all employee levels.
Proven track record managing teams and implementing innovative strategies and programs.
Possess strong consulting skills and the ability to quickly assess situations, identify gaps and possible solutions.
Demonstrated business acumen for managing diverse staff
Have a passion for success by ensuring that team are responsive, following through on commitments, and constantly challenging teams to do better
Must be results oriented and think and act like an owner with an adaptive, entrepreneurial spirit
Microsoft Project / Excel / Visio / PowerPoint Proficiency.
Up to 25% travel required

Preferred Skills:
Experience in a Professional Services or IT Consulting organization
Project management skills and ability to meet deadlines and deliverables
Resource Management Certified Professional (RMCP®) certification
Product and/or domain knowledge in Retail and Point-of-Sale applications will be a plus.
