My organization uses 2080 (as Elizabeth pointed out, 40 hours x 52 weeks = 2080 hours). Expected minimum utilization for performance expectations is 50% with a goal of 70%. This is significantly more reasonable than my last organization, which had an expectation of almost 100% (38 out 40 hours in a given week) for billable utilization.
