We have been forecasting demand for about a year now. The original process we rolled out had a Delivery Manager (PS organization) create the resource requests with the skills needed when an opportunity probability was between 75-95%. The reason for this was they had better awareness of the details of all opps. Unfortunately, we have had a very difficult time ensuring the Delivery Managers do that activity.
In your organization does the RM team or the Delivery Managers create the RR’s?
And what do you think is the best way to handle the admin activity?

Resource requests in my organization are placed by the scoping owner. We have a Sales function and a separate scoping function (typically organized by Domain/Application area within the software platform we implement).
One thing to note, we’ve started putting resource requests in at a much earlier probability (50% used to be our starting point, but it’s now moved back to 35%), we know that will mean a higher degree of change, but it will also give us a much better view for capacity planning purposes since it takes a while to recruit or the customer may have some onboarding requirements (background checks, etc.)
The project managers may adjust the project schedule after we do our sales to delivery handoff and continue to adjust the schedule of the resources as meetings with customers take place and project begins kickoff activities.

Thank you so much for your advice. I think the biggest problem we have is that the task is very admin heavy (more a tool issue). So the Presales and Delivery Managers don’t have the time to handle this arduous task. I agree that the people closest to the opportunity and the scoping should be handling the task.
